Fisheries, Recreation and Wildlife Migrations (FRWM)

Potential environmental risks of GLOW and associated knowledge gaps have been identified both above and below the waterline for aquatic species, migratory and non-migratory birds. However, there is little research specifically looking at the potential impacts of GLOW on these species. We will explore where fundamental environmental research can reduce barriers for GLOW development and identify opportunities for technology advancement to quantify environmental risks, monitor animal interactions with GLOW, and assess ecosystem impacts.

5.

Tribal Alliances, Energy Justice and Community Ownership (TECO)

Planning for Offshore Wind in the Great Lakes needs to include the voices and priorities of local communities and Tribal Nations. Inclusion in participatory decision making can help to ensure that concerns are addressed from the beginning of the planning phase and throughout the development process. Discussions in this subtopic will address the potential for positive and negative consequences of implementing Great Lakes Offshore Wind from the perspective of energy justice. Participants will consider how to ensure that GLOW benefits Great Lakes communities and that the development process involves hearing and responding to community members' concerns and priorities regarding GLOW technologies, which may involve new alliances or models of ownership. Discussions within this subtopic will aim to advance better practices for community participation in GLOW research and development projects from the perspective of affected communities, including Tribal Nations within the Great Lakes region.

6.

Lakebed Leasing, Interstate and Intrastate Legal Aspects (LIIL)

Participants of this subtopic will assess current legal and regulatory processes, anticipate barriers, and explore solutions from the initial planning stages through auctioning, leasing, permitting, and operating GLOW. We will examine the responsibilities of USGL states as trustees with jurisdiction over the public lakebed. In addition, we will consider opportunities for regional collaboration among the USGL states to facilitate comprehensive and efficient regulation and for state-level planning efforts and renewable energy goals.
