Dr. Morna Foy

President, Wisconsin Technical College System

Dr. Morna K. Foy is President of the Wisconsin Technical College System, consisting of 16 technical colleges serving about 300,000 students each year. Dr. Foy has more than 25 years of experience in higher education policy development and leadership. She holds a doctorate in Education Leadership and Policy Analysis from UW-Madison, a Master’s in Finance and Policy from Indiana University, and a B.A. in Economics and Political Science from UW-Madison.


Christopher Caldwell

President, College of Menominee Nation

Christopher Caldwell was named President of the College of Menominee Nation (CMN) in 2021, after serving as interim president for 17 months. He directed the CMN's Sustainable Development Institute, a position he held since 2012. Currently he is a Ph.D. candidate in Environment and Resources at UW-Madison’s Nelson Institute. He earned a master’s degree in Environmental Science and Policy from UW-Green Bay and a bachelor’s degree in Natural Resources from UW-Madison. Caldwell is an enrolled member of the Menominee Indian Tribe.


Dr. Russell Swagger

President, Lac Courte Oreilles Ojibwe College

Dr. Russell Swagger was appointed President of Lac Courte Oreilles Ojibwe College in 2018. He has nearly 30 years’ leadership experience in academe. He earned his Ph.D. in Human Services from Capella University, a Master’s Degree in Management from University of Mary in Bismarck, ND, a B.S. Degree in Criminal Justice from Minot State University, and an Associate Degree from United Tribes Technical College. Dr. Swagger is an enrolled member of the St. Croix Band of Lake Superior Chippewa Indians.


Rebecca Larson

Senior Vice President for Advocacy, Wisconsin Association of Independent Colleges & Universities

Rebecca Larson has served as senior vice president for advocacy at WAICU since 2015. She works to support and advocate for student financial aid at the state and federal levels for WAICU-member students. She coordinates cross sector collaborative partnerships with public two- and four-year college and university systems to advance joint policies in higher education related to student transfer, online distance education reciprocity, and issues that bridge K-12 and higher education. She also leads professional development and collaborative opportunities for several WAICU affinity groups. She works with state and federal governments as an advocate for student opportunity, high academic standards, and commonsense accountability. Rebecca holds an Executive MBA from the UW-Milwaukee and has more than 20 years of experience in government affairs and advocacy.

 


Edmund Manydeeds, III, J.D.

President, Board of Regents for the University of Wisconsin System

Edmund Manydeeds, III is President of the University of Wisconsin System’s Board of Regents. He is an enrolled member of South Dakota’s Standing Rock Sioux tribe and the first Native American member of the Board of Regents. He was appointed to a seven-year term in 2010 and reappointed to a second seven-year term in 2019. Manydeeds is an attorney with Manydeeds Law S.C. in Eau Claire, Wisconsin. He earned his law degree from the UW-Madison and undergraduate degree at UW-Superior.
